BidGenius
The creation of efficient, clear tender specifications that meet quality standards is a constant challenge for public administrations. This process, crucial for the proper distribution of European Next Generation funds, has become a significant obstacle in Spain. Currently, public entities face difficulties in generating these documents quickly, delaying the allocation of vital resources. In addition, the preparation of these specifications often requires months of intensive work on the part of teams of officials and technicians, making it a tedious and exhausting task. This challenge is magnified when they have to create specifications for new products or services, unprecedented in management.
WhiteBox has developed an innovative prototype that automates the creation of key sections of tender specifications. Initiated in 2021 for the ONTSI, this system uses an extensive database of DataMarket tenders, applying LLMs and the Augmented Retrieval Generation (RAG) method to produce accurate and relevant documents. The solution, now known as BidGenius, is in beta and has been implemented by the Madrid City Council, where it has been recognized with an award for its innovative contribution to public administration.
BidGenius offers public administrations a powerful tool that drastically reduces the time needed to prepare specifications. This system not only improves the quality and relevance of the documents generated, but also allows officials to efficiently manage larger volumes of funds and meet urgent demands. By freeing technicians from administrative burdens, they can focus on planning and allocating financial resources.
